Côte d’Ivoire Sets Up Two Bodies for Rural Land Security

Abidjan, April 23, 2025 – The Council of Ministers has adopted a decree establishing the creation, responsibilities, organization, and functioning of coordination and monitoring bodies for the implementation of the 2023–2033 National Rural Land Security Program.

According to government spokesperson Amadou Coulibaly, who shared the information following the Council of Ministers held on Wednesday, April 23, 2025, in Abidjan, this decree sets up two entities to ensure the mobilization of funding and the implementation of the rural land security program.

These are:

  • A steering and strategic guidance body named the Interministerial Committee for Rural Land Security (CISFOR), chaired by the Prime Minister and Head of Government;

  • An implementation and monitoring body named the Technical Monitoring Committee (CTS), headed by the Director General of Rural Development.

In addition, the Council adopted a second decree concerning the creation, responsibilities, organization, and functioning of the National Observatory for Rural Land (ONFR), a sectoral advisory body. The ONFR is notably tasked with producing participatory knowledge on the status and dynamics of land governance in Côte d’Ivoire, supporting national processes of reflection and dialogue on rural land issues, and facilitating consultation and experience sharing.
