Côte d'Ivoire, World Bank launch selection of projects under 2026-2030 development plan

Côte d'Ivoire and the World Bank have begun work to identify which projects in the country's 2026-2030 National Development Plan (PND) will be financed with the commitments the lender has announced, according to information relayed by Ivorian authorities.

The approach was agreed on Friday, Oct. 9, in Abidjan during an audience granted by Planning and Development Minister Souleymane Diarrassouba to Marie-Chantal Uwanyiligira, the World Bank's division director for Côte d'Ivoire, Benin, Guinea and Togo.

The World Bank announced $17 billion in support for the PND at a Consultative Group meeting held in Abidjan on July 8 and 9. The sum represents commitments covering 2026-2030, not funds already disbursed.

Part of that support has already taken shape. On July 8, on the sidelines of the Consultative Group meeting, the government and the World Bank Group signed five financing agreements. They represent new commitments of nearly $875 million, or about 480 billion CFA francs. They include a first budget support operation of $400 million, aimed at backing reforms on private-sector competitiveness, domestic resource mobilization and job creation, as well as the COSO-Ouest project, worth $100 million, to improve access to basic social services in the west of the country.

The information available does not specify the nature of the financing covered by the $17 billion (loans, grants, guarantees), the timetable for selecting projects, or how much has already been committed under the agreements signed in July.

The PND 2026-2030, presented by Diarrassouba as a roadmap to transform the Ivorian economy in a lasting way, is to serve as the framework for the projects selected.
