Côte d’Ivoire Ratifies $144 Million Loan to Boost Digital Acceleration Project

The Council of Ministers on February 4, 2026, adopted a decree ratifying the loan agreement of 84,356,070,200 CFA francs concluded on October 17, 2025, between the International Development Association (IDA) and the Republic of Côte d’Ivoire to finance the Digital Acceleration Project in Côte d’Ivoire (PADCI) Phase 1 under the multi-phase programmatic approach.

According to Government Spokesperson Amadou Coulibaly, who provided the information during the press briefing following the Council of Ministers, the project aims to increase the inclusive and resilient use of high-speed internet and digital services in certain targeted social sectors.

The project specifically includes the provision of technical assistance and equipment to establish and operationalize digital agencies and artificial intelligence governance frameworks, as well as to develop advanced and intermediate digital skills, particularly targeting youth and women.

Ultimately, the project will accelerate the digitization of public services in key sectors, expand high-speed connectivity to public institutions such as schools, health centers, social centers, town halls, sub-prefectures, courts, post offices, and regional directorates, and improve access to digital public services for remote and vulnerable populations.
