Côte d’Ivoire launches new climate cooperation framework with GGGI (2026–2028)

Mr. Abou Bamba, Minister of Environment and Ecological Transition, representing Prime Minister Robert Beugré Mambé, chaired the official launch ceremony of a new 2026–2028 Cooperation Framework between Côte d’Ivoire and the Global Green Growth Institute (GGGI) on Thursday, June 25, 2026, at the Prime Minister’s auditorium in Plateau, Abidjan.

This new strategic partnership aims to support Côte d’Ivoire in implementing its climate and environmental commitments. It will notably help develop high-impact projects capable of attracting financing, mobilizing greater international climate resources, supporting green private sector investments, strengthening resilience mechanisms against climate change, promoting technological and institutional innovation, and accelerating the implementation of third-generation Nationally Determined Contributions (NDC 3.0).

In his address, Minister Abou Bamba welcomed this new cooperation framework, describing it as an important lever to strengthen the country’s climate resilience and achieve the objectives set under NDC 3.0. He noted that Côte d’Ivoire is facing multiple challenges linked to climate change, including natural resource degradation, extreme weather events, and their impacts on populations and the economy.

In response to these challenges, the Ivorian government has raised its climate ambition by increasing its greenhouse gas emission reduction target to 33.07% under NDC 3.0. This renewed commitment reflects the country’s determination to accelerate the transformation of its development model in order to combine economic growth, job creation, social inclusion, and environmental sustainability.

The Minister stressed that achieving these objectives will require significant financial resources as well as stronger national and international partnerships. “This is why I welcome this Cooperation Framework, which will help support Côte d’Ivoire’s efforts in ecological transition,” he said.

Speaking at the ceremony, Ms. Olola Vieyra, Country Representative of GGGI in Côte d’Ivoire, stated that the 2026–2028 Cooperation Framework is fully aligned with national priorities, particularly the National Development Plan (PND) 2026–2030 and NDC 3.0.

She explained that the partnership aims to mobilize both grant funding and investments for green projects. According to her, the framework will further strengthen sustainable investment and support the ecological transformation of the Ivorian economy. “Several initiatives are already being prepared with national and international partners for the coming years,” she added.

For reference, GGGI has been supporting Côte d’Ivoire since 2020 in its transition toward low-carbon, climate-resilient, and economically sustainable development. A first Cooperation Framework covering the 2021–2025 period was established to align the institute’s interventions with national priorities, particularly in climate finance and green technology promotion. GGGI has helped mobilize more than $25 million in technical assistance.

Through this partnership, Côte d’Ivoire has strengthened its capacity for climate planning and financing, improved the integration of environmental issues into sectoral public policies, and developed several innovative initiatives in strategic sectors such as climate-smart agriculture, sustainable transport, forest management, digital economy, and circular economy.
