COP30: Côte d’Ivoire Unveils Its Roadmap

Côte d’Ivoire has officially presented its Nationally Determined Contributions (NDC 3.0) and its roadmap ahead of the 30th Conference of the Parties (COP30), scheduled to take place from November 10 to 21 in Belém, Brazil. The presentation was held on Thursday, October 30, by the Ministry of Environment, Sustainable Development and Ecological Transition. The objective was to share the country's strategic climate plan with public and private stakeholders, technical and financial partners, and civil society to ensure full ownership.

Minister of Foreign Affairs, African Integration and Ivorians Abroad, Léon Kacou Adom, highlighted that this updated national contribution reflects Côte d'Ivoire's renewed commitment to reducing greenhouse gas emissions by 30.4% by 2030 while promoting low-carbon, resilient, and inclusive development. He emphasized that NDC 3.0 builds on previous commitments and aligns with President Alassane Ouattara’s vision of placing the country on a path toward sustainable and green growth for the benefit of current and future generations. The Minister also expressed gratitude to partners who provided technical and financial support for the development of the new NDC.

He underscored the strategic importance of COP30, which will assess the first decade of the Paris Agreement, evaluate progress, and set new targets for 2035. According to him, Côte d’Ivoire intends to fully assert its role, drawing from its experience, renewed commitments, and strong delegation. The country will advocate for equitable access to climate finance, better consideration of African needs, and strengthened cooperation for clean technology transfer. The goal is to uphold a united, ambitious, and constructive Ivorian and African voice on the global stage.

Minister of Environment Jacques Assahoré Konan announced that under NDC 3.0, Côte d’Ivoire commits to reducing greenhouse gas emissions by 33.07% by 2035 compared to a reference scenario, amounting to approximately 52 million tons of CO₂ equivalent. He emphasized that the priority is strengthening resilience among populations and the economy against climate risks. The new contribution maintains the key vulnerable sectors identified in NDC 2.0 while integrating major cross-cutting themes such as green jobs, just transition, gender equality, circular, green and blue economy, biodiversity, resilient cities, infrastructure, and migration.

Concrete adaptation actions will target ambitious priorities in agriculture, aquaculture, fisheries, land use and forestry, water resources, and health. The cost of implementing NDC 3.0 is estimated at 32,926 billion CFA francs, or about 59 billion US dollars. Execution will rely on a detailed investment plan to mobilize domestic and international financing, an enhanced transparency framework to ensure monitoring and effectiveness, and a communication and awareness strategy to promote national ownership of these commitments.
