Ivorian Justice: Beugré Mambé Launches Construction of the Economic and Financial Criminal Hub in Bingerville

Prime Minister, Head of Government, and Minister of Sports and Living Environment Robert Beugré Mambé laid the foundation stone for the Economic and Financial Criminal Hub (PPEF) on Wednesday, October 8, 2025, in Bingerville.

The project, estimated at 17.4 billion CFA francs, will cover nearly 2 hectares adjacent to the Bingerville Court of First Instance. Over a 30-month construction period, the site will host a modern three-story building (R+2) designed to strengthen Côte d’Ivoire’s judicial capacity in the fight against economic crime.

The future complex will include 46 offices for magistrates, 22 for clerks, and dedicated spaces for lawyers, bailiffs, technical services, and specialized investigators. It will also feature two courtrooms (50 to 150 seats), a library, media center, IT room, video surveillance room, 12 archive rooms, an infirmary, restaurant, and 122 parking spaces.

In his address, Prime Minister Beugré Mambé recalled the government’s ongoing efforts to modernize the justice system — including the construction of courts in San-Pedro, Guiglo, Bingerville, and Abobo, the National Judicial Training Institute in Yamoussoukro, and the Courts of Appeal in Daloa and Korhogo.

“These projects, along with the one we are launching today, reflect the government’s commitment to building a modern, accessible justice system worthy of citizens’ trust,” said Robert Beugré Mambé.

He also urged members of the judiciary to act responsibly:

“These infrastructures belong to you. They are designed to allow you to perform your duties with dignity, serenity, and independence. The nation counts on you, and the people trust you.”

For his part, Jean Sansan Kambilé, Minister of Justice and Human Rights, emphasized the strategic importance of the PPEF:

“This is not just a building — it is a strategic tool that embodies the government’s determination to strengthen the fight against economic and financial crime through modern means and better coordination among judicial actors.”

The ceremony brought together numerous administrative, political, judicial, diplomatic, and traditional leaders, all showing their support for this major step toward a more credible and effective justice system in Côte d’Ivoire.
