Ivorian-Korean Cooperation: Launch Meeting of KOICA Project for Public Service Digitalization

On Tuesday, February 3, 2026, the Ministry of State, Ministry of Public Service and Administrative Modernization (MEMFPMA) welcomed a delegation of Korean experts led by Mr. Hwang In-pyo, as part of the launch mission of the KOICA project dedicated to public administration innovation and the enhancement of civil servants’ digital capacities.

The meeting, chaired by the Director General of the Public Service, Mr. SORO Gninagafol, laid the groundwork for this major project under the National Program to Support Institutional Reforms and State Modernization (PRIME). The initiative aims to:

  • Develop a digital training platform

  • Establish a digital academy at the National School of Administration (ENA)

  • Strengthen the digital skills of public officials

  • Draft a master plan and an action plan for a modern, citizen-oriented administration

During the discussions, the parties also presented the general schedule of the mission. The upcoming days will include technical sessions, site visits, and consultations with MEMFPMA teams, ENA staff, and other relevant structures, particularly at the Amadou Gon Coulibaly Center for Civil Servants’ Development, the ENA, and select regional offices.

This meeting officially marks the start of the preparatory work for the project, which aims to accelerate the digital transformation of the Ivorian public administration and sustainably improve the quality of public services for the benefit of citizens.
