On Tuesday, February 17, 2026, the Minister of Planning and Development, Dr. Souleymane Diarrassouba, held a working session with the Resident Representative of the United Nations Development Programme (UNDP), Ms. Blerta Cela, at his office in Plateau. The discussions focused on financing the National Development Plan (NDP) 2026–2030.
During the meeting, Dr. Diarrassouba commended the strong cooperation between the Government and UNDP, particularly in the implementation of the 2026–2030 NDP. He praised the successful implementation of the 2021–2025 Country Programme Document (CPD), valued at 20 billion CFA francs, and welcomed the approval of the 2026–2030 CPD, estimated at approximately 55 billion CFA francs, aligned with the new NDP.
“The 2026–2030 NDP is ambitious and reflects the vision of H.E. Alassane Ouattara, President of the Republic, to build a Great, Ambitious and United Nation,” he stated. He called on UNDP to align its interventions with the Government’s priorities to ensure tangible impacts on the population. The Minister also stressed the need to mobilize all technical and financial partners both public and private to achieve concrete and sustainable improvements in people’s living conditions.
For her part, Ms. Blerta Cela commended the Minister’s dynamic approach to resource mobilization for the implementation of the 2026–2030 NDP. She outlined UNDP’s key areas of intervention, particularly climate change adaptation initiatives, including carbon financing mechanisms and environmental funds.
She also highlighted UNDP’s support in mobilizing resources under the NDP framework, with special emphasis on strengthening the social contract for the benefit of local communities. Key initiatives include the Local Development Acceleration Project in vulnerable areas, the Resilience Project in northern regions aimed at preventing cross-border crises, and support for strategic planning and digitalization.
Ms. Cela reaffirmed UNDP’s commitment to supporting the Government in delivering concrete results and enhancing the credibility of the 2026–2030 National Development Plan.
