The implementation of Côte d’Ivoire’s local content policy in the mining sector was at the heart of a workshop aimed at making the industry a driver of national value creation.
Opened on Tuesday, December 2, 2025, in Abidjan, this workshop is of particular importance for the operationalization of the President of the Republic’s strategic directives for the mining sector, according to Arnaud Kouassi, Technical Advisor for e-governance at the Ministry of Mines, Petroleum and Energy.
He noted that the mining sector is a strategic pillar of national economic development. However, the participation of national companies, local expertise, and Ivorian suppliers remains insufficient.
This is why the local content policy was introduced—to promote the participation of national enterprises, strengthen local skills, and ensure that the economic benefits from mineral resources fully benefit Côte d’Ivoire and local communities.
“It is essential for multinational companies, under the local content framework, to deepen their contribution to the development of capacities, enterprises, workers, and training institutions,” he explained.
For his part, the Director of Local Content, Jean Michel Akossi, explained in a presentation that the local content framework relies on several pillars, including the employment and upskilling of Ivorians, the development and use of local enterprises, the transfer of technology and expertise, innovation and research, as well as integration with the national financial system.
Jean Michel Akossi also outlined the next steps for advancing local content, including the launch of the official website and online platform dedicated to local content, and the completion of reforms to the mining code.
According to him, with strong foundations already established thanks to preparatory work undertaken in recent years, Côte d’Ivoire now has all the tools necessary to accelerate the implementation of its local content policy.
