To ensure effective, accurate, and real-time monitoring of their institutions’ budget execution, fifty financial affairs managers from sectoral ministries of the public administration took part in a training workshop held on 18 November 2025 in Yamoussoukro.
This activity, organized by the Country Capacity-Building Program (PPRC) with financial support from the World Bank through the Governance and Basic Service Delivery Improvement Project (PAGDS), aims to strengthen the capacities of public expenditure stakeholders to ensure transparent, efficient, and accountable management of public funds.
Speaking at the opening session, Cheick Lassina Bamba, Director of Human Resources at the Ministry of Finance and Budget, stated that this workshop is part of a broader reform process of public financial management initiated by the government in recent years. This reform-driven approach required the modernization of the public expenditure chain to ensure clarity in the management of the State budget.
He provided an overview of the requirements related to public finance reforms, which led to the development of new tools such as the Integrated Budget Operations Management System (SIGOBE), the Multi-year Economic Budget Programming Document (DPBEP), and the Multi-year Expenditure Programming Document – Annual Performance Projects (DPPD-PAP), among others.
According to him, these financial and statistical programming tools serve as crucial levers for the administration. They enable the analysis of expenditures to ensure alignment with public policies, improve financial management, maximize operational efficiency, and enhance forecasting for better decision-making.
Bertin Akrou, Deputy Coordinator representing the PAGDS and PPRC, praised the government for its continued efforts to strengthen staff capacities. He also retraced the history of the reforms, highlighting the creation of the National Agency for the Regulation of Public Procurement (ANRMP), now known as the Public Procurement Regulation Agency (ARCOP).
