The Economic and Financial Affairs Committee (CAEF) of the Senate, chaired by Mr. Cissé Mamadou, held a hearing with Mr. Bruno Nabagné Koné, Minister of Agriculture, Rural Development and Food Crops, as part of the review of three (03) draft laws ratifying ordinances, on Thursday, April 30, 2026, at the Félix Houphouët-Boigny Foundation for Peace Research in Yamoussoukro.
These draft laws respectively concern:

the ratification of Ordinance No. 2025-85 of February 12, 2025, relating to the creation, responsibilities, organization and operation of the Rural Land Information System of Côte d’Ivoire (SIFOR-CI);

the ratification of Ordinance No. 2025-86 of February 12, 2025, extending the rules for regulation, control and monitoring of the rubber and oil palm sectors to the coconut sector;
-
the ratification of Ordinance No. 2025-259 of April 23, 2025, extending the rules relating to the marketing of cotton and cashew nuts and the regulation of activities in the cotton and cashew sectors to the shea sector.
Before the Senators, the Minister stated that these ordinances are part of the implementation of the strategic orientations defined by the President of the Republic, His Excellency Mr. Alassane Ouattara, in terms of securing rural land tenure and structuring agricultural value chains.
The first text aims to modernize rural land management through an integrated digital information system, enabling automated processing, improved data reliability, simplified procedures, and enhanced traceability.
The second draft law, relating to the coconut sector, seeks to strengthen governance and organization within the sector in order to support its revival and consolidate Côte d’Ivoire’s position on the international market.
The third text aims to develop the shea sector by leveraging synergies with the cotton and cashew sectors, without creating new administrative structures, with the goal of increasing production, professionalizing stakeholders, and enhancing the value of this product.
Following discussions, the Economic and Financial Affairs Committee unanimously adopted the three draft laws ratifying the ordinances submitted for its review.
