WHO IS PHILIPPE MANGOU ?
Army Corps General Philippe Mangou, born on January 26, 1952, in Abidjan, is a major military and diplomatic figure in Côte d’Ivoire. He was recently appointed head of the National Agency for the Security of Information Systems (ANSSI), further strengthening his role in national security.
After his military career, Mangou was appointed as Côte d’Ivoire’s ambassador to Gabon from 2012 to 2019. He was later designated ambassador to Germany in September 2019. However, his appointment in Germany was contested by German authorities, who declared him persona non grata due to his role during the post-electoral crisis. Despite this, he was awarded the German Order of Merit in November 2024 for his commitment to bilateral relations.
