Context

Enabel has been active in Côte d'Ivoire for several years, managing a diverse portfolio covering economic governance, rural development, health, vocational training, and infrastructure. The Abidjan office also serves as the regional hub for the West Africa cluster, covering nine partner countries.

To support the expansion of its portfolio—including national projects and major regional programs such as CALAO (Abidjan-Lagos and Abidjan-Ouagadougou Corridors, EU-funded under Global Gateway) and SCOPE (Gulf of Guinea)—Enabel is recruiting a Communication Officer based in Abidjan. This cross-cutting role oversees corporate communications, donor visibility, and communication for development across all operations managed from Côte d'Ivoire.

Key Responsibilities

Under the supervision of the Country Director in Côte d'Ivoire and in functional coordination with the Communication Manager in Brussels, you will design, implement, monitor, and evaluate the communication strategy for all Enabel projects in Côte d'Ivoire and regional programs (CALAO, SCOPE):

·        Corporate Communication & Visibility: * Develop and execute the institutional communication plan.

o   Ensure high visibility for Belgium, the European Union, Enabel, and other partners in strict compliance with contractual rules.

o   Produce key materials (brochures, infographics, impact reports, institutional presentations).

o   Maintain program transparency on relevant platforms (e.g., open.enabel.org).

·        Internal Communication & Knowledge Sharing:

o   Flow operational information smoothly using the "must know / need to know / nice to know" framework.

o   Train and support teams to take ownership of internal communication tools.

o   Cultivate a collaborative, engaging work environment across teams.

·        Communication for Development (C4D) & Change Management:

o   Formulate C4D strategies aligned with project goals.

o   Drive operational action plans, monitor performance, and adapt strategies to evolving contexts.

·        Capitalization & Knowledge Harvesting:

o   Identify key learning themes and target audiences with project teams.

o   Select optimal channels to publish and disseminate lessons learned and recommendations.

·        Managing External Contractors:

o   Draft terms of reference (ToRs) for communication providers (agencies, graphic designers, media studios).

o   Participate in contractor selection, monitor deliverable quality, and manage contract execution.

·        Capacity Building & Coaching:

o   Identify communication training needs within project teams and partner organizations.

o   Organize and facilitate workshops on visibility, media skills, and editorial best practices.

Candidate Profile

Qualifications:

·        Master’s degree in Communication, Journalism, Information Sciences, or a related field.

·        Based in Abidjan, Côte d'Ivoire, with occasional travel across the West Africa cluster and regional project zones (CALAO, SCOPE).

Experience:

  • Minimum 3 years of experience in a communication role, ideally within international development or cooperation.
  • Proven track record in formulating and executing institutional and C4D communication strategies.
  • Experience working internationally, preferably in Sub-Saharan Africa.
  • Demonstrated experience in facilitating workshops and training teams/partners.
  • Asset: Experience managing contracts with external creative agencies and suppliers.

Technical & Soft Skills:

  • Languages: Excellent written and spoken French; strong proficiency in English is required. Knowledge of Dutch or West African regional languages is a plus.
  • Tools: Proficiency in MS Office, Content Management Systems (CMS), and social media platforms.
  • Content Creation: Strong capability to produce high-quality written and visual content (articles, press releases, reports, infographics).
  • Soft Skills: Outstanding organizational skills, ability to manage multiple priorities under tight deadlines, high cultural adaptability, and strong teamwork.

Desirable Assets:

  • Skills in basic photography and video production/editing.
  • Communication experience related to regional corridors, infrastructure, or private sector development in West Africa.
  • Tech-savvy / "early adopter" mindset regarding new digital tools.
  • Familiarity with the local Ivorian and West African context.
