DGBF 2024 Review: Minister Adama Coulibaly Calls for Greater Rigor in Budget Management
On Friday, February 14, Minister of Finance and Budget, Adama Coulibaly, officially opened the 2024 review seminar and 2025 outlook of the Directorate General of Budget and Finance (DGBF) in Yamoussoukro. While satisfied with the remarkable progress made in managing budgetary operations during the 2024 fiscal year, he urged the staff to exercise greater rigor in budget management.
Among his points of satisfaction, Minister Adama Coulibaly highlighted the efforts made to meet the legal and regulatory deadlines required for conducting budget operations. He also emphasized the development of essential tools for more detailed monitoring of budget execution. “In this regard, I would like to commend the successful extension of the State Budget Operations Management System (SIGOBE) to diplomatic and consular missions, as well as to National Public Establishments (EPNs),” he noted.
Further, the Minister discussed initiatives aimed at better informing economic operators to avoid liabilities, as well as providing them with important tools to track the real-time processing of their files.
While noting that seminar participants would address topics related to one of the key priorities in the Ministry of Finance and Budget’s roadmap, namely “monitoring the execution of the 2025 budget and preparing the 2026 budget within constitutional deadlines,” taking into account the electoral period’s requirements, Adama Coulibaly reminded attendees that the 2025 state budget will be set at 15,339.2 billion CFA francs, up from 13,720.7 billion CFA francs in 2024, reflecting an 11.8% increase.
The implementation of this budget, he said, will occur within a context of returning to budget consolidation, with the budget deficit reduced to 3% of GDP, down from 4% last year. “This urges us to exercise more rigor in budget management and to ensure a tight control of expenditure,” he instructed.
