Côte d’Ivoire secures $500 million financing framework from OPEC Fund for 2026–2029
Côte d’Ivoire has signed a cooperation agreement with the OPEC Fund for International Development providing a financing framework of up to $500 million for the 2026–2029 period, as the West African country seeks to fund development priorities under its 2026–2030 National Development Plan.
The agreement was signed on October 16, 2026, in Bangkok by Ivorian Planning and Development Minister Souleymane Diarrassouba and OPEC Fund President Abdulhamid Alkhalifa.
The framework also provides for grants of up to $3 million to support feasibility studies for priority projects, helping prepare initiatives for potential financing and implementation.
The funding is expected to support projects in several sectors, including transport infrastructure, energy, drinking water, education, agriculture and the ecological transition. The partnership forms part of the government’s broader strategy to mobilise resources for economic transformation and job creation.
The agreement establishes a framework for cooperation over several years. The announced amount represents a financing commitment framework, rather than confirmation that the full $500 million has already been disbursed. Individual projects will need to be assessed and developed before funds are deployed.
The OPEC Fund already has an active portfolio in Côte d’Ivoire, including two operations in the agricultural sector representing $79 million. Since 1977, the institution has approved a total of $520.26 million in financing for the country, according to figures published by Ivorian authorities.
Côte d’Ivoire’s 2026–2030 National Development Plan is intended to accelerate economic growth, expand infrastructure and improve living standards, while supporting the country’s ambition to reach upper-middle-income status by 2030.
The effectiveness of the new framework will depend on the selection of viable projects, the mobilisation of the promised resources and their implementation over the coming years.
