Côte d’Ivoire unveils 2026–2028 digital innovation acceleration plan

Djibril Ouattara, Minister of Digital Transition and Technological Innovation, has presented Côte d’Ivoire’s 2026–2028 Technology Innovation Acceleration Plan, built around seven key pillars.

He unveiled the plan on Thursday, September 10, 2026, during the official opening ceremony of the second edition of IMPACT IA at Latrille Event in Abidjan’s Cocody district.

Held under the high patronage of Prime Minister Robert Beugré Mambé, the ceremony brought together government officials, institutional leaders, business executives, as well as technical and financial partners. The event is being held under the theme: “From Vision to Use Cases: Structuring National AI to Solve Our Priority Challenges.”

Ouattara said the initiative reflects President Alassane Ouattara’s vision, as set out in the National Development Plan (PND) 2026–2030, which identifies digital technology and artificial intelligence as key drivers of economic transformation.

The minister said the 2026–2028 acceleration plan focuses on seven pillars: expanding connectivity and access to affordable internet; digital transformation of public administration; developing the technology innovation ecosystem; implementing a national artificial intelligence strategy focused on improving citizens’ well-being; strengthening cybersecurity and digital trust; developing digital skills; and boosting e-commerce through the transformation of Côte d’Ivoire’s postal services.

The seven pillars encompass 40 priority projects, with a strong emphasis on accelerating implementation and delivering measurable results.

Artificial intelligence occupies a central position in the plan, as Côte d’Ivoire seeks to move from its national AI vision toward concrete use cases capable of addressing the country’s priority challenges.

The national AI conference, IMPACT IA 2026, is being held from September 9 to 11 in Abidjan.
