Côte d’Ivoire: Foreign Trade Strategy Turns to the South Korean Model to Drive Diversification

Côte d’Ivoire is undertaking a deep restructuring of its senior civil servants' technical capabilities to optimize the management of its international trade flows. As part of this push, central authorities have approved a strategic two-week immersion program within economic institutions in the Republic of Korea.

This public administration deployment aims to capture the key industrial drivers that propelled Asian economic expansion over recent decades.

Coordinated by the Director of Human Resources at the Ministry of Trade, Alphonse Raïssa Kra, the delegation brings together 15 civil servants selected for their technical expertise. A preparatory orientation session was held on Wednesday, August 26, 2026, in Abidjan under the leadership of the line Minister, Kalil Konaté, via the Ministry of Commerce and Industry.

The primary objective is to master the mechanisms of economic diversification, reducing national reliance on raw agricultural exports while improving administrative efficiency to tackle the demands of regional integration.

Technical and Financial Support from KOICA

This skills transfer benefits from direct technical support and funding from the Korea International Cooperation Agency (KOICA).

Horstene Ettien, Program Manager for South Korean Cooperation covering Côte d’Ivoire, Burkina Faso, and Niger, is supervising the logistical operations for the initiative. He confirmed the agency's commitment to supporting the modernization of public structures in Abidjan:

“Our role as an institutional partner is to assist this ministry, just as we do with the other ministries we support. What matters most is that Côte d’Ivoire comes out winning.”

This ongoing professional development program is designed to equip participants with practical capabilities that will enhance the daily operations and yields of foreign trade departments.

Synergy with AfCFTA Reforms

The upskilling of trade officers aligns directly with the continental integration agenda of the African Continental Free Trade Area (AfCFTA), a unified market spanning 54 nations and over 1.4 billion consumers.

Complementing this international training, localized capacity-building operations are underway across the country. Mathurin Yao Kouassi, Project Manager for AfCFTA, recently led a technical workshop in Dimbokro to equip local regulatory officers. Co-financed by the African Development Bank (AfDB) through the PACA-CI support program, the sessions focused on tariff elimination rules and regional customs tools.

According to the Secretary-General of the Dimbokro Prefecture, Akemondun Logbochi Lydie (wife Séka), these reforms represent a major driver of national competitiveness. Local authorities are emphasizing close, grassroots support to encourage local businesses and women's cooperatives to capture emerging cross-border market opportunities through trade portals like CEPICI.
