The Caisse des Dépôts et Consignations of Côte d’Ivoire (CDC-CI) and Ivorian fintech company Green-Pay signed an investment agreement on Wednesday, December 31, 2025, marking CDC-CI’s entry into Green-Pay’s shareholding.
This transaction is fully aligned with CDC-CI’s mandate as a leading public financial institution, whose mission is to mobilize, secure, and channel long-term resources toward structuring, innovative, and high-impact projects that contribute to Côte d’Ivoire’s sustainable economic and social development.
Beyond the financial investment, this equity participation establishes a long-term strategic partnership aimed at supporting national champions that develop innovative technological solutions capable of modernizing the Ivorian financial ecosystem and strengthening financial inclusion.
The move further strengthens Green-Pay’s shareholder base, which already includes Orange Côte d’Ivoire Participation (OCIP), a subsidiary of the Orange Group and a major player in telecommunications and digital services in Côte d’Ivoire and across the sub-region.
CDC-CI’s entry alongside OCIP provides Green-Pay with a strong and complementary shareholder structure, bringing together a long-term public investor and a leading private-sector player in telecommunications, all working in support of innovation, digital transformation, and financial inclusion.
Speaking on the occasion, Mr. Lassina Fofana, Chief Executive Officer of CDC-CI, stated that the transaction is part of the institution’s broader strategy to digitalize certain areas of its operations.
“Beyond a simple financial investment, this is a long-term strategic partnership built on trust, good governance, and a shared vision of innovation in the service of financial inclusion,” he said.
Through this commitment, CDC-CI reaffirms its ambition to support the digitalization of financial services, a key lever for facilitating access by individuals and businesses to modern, secure payment solutions tailored to local realities.
A Strong Signal for Côte d’Ivoire’s Fintech Ecosystem
For his part, Mr. Anouar Traboulsi, Chief Executive Officer of Green-Pay, welcomed CDC-CI’s entry into the company’s capital alongside Orange Côte d’Ivoire Participation, describing it as a “strong signal of credibility, maturity, and confidence for Côte d’Ivoire’s fintech ecosystem.”
He emphasized that this partnership will help accelerate the deployment of innovative and inclusive digital payment solutions, to the benefit of users and economic stakeholders across the country.
