PND 2026–2030: Tiémoko Meyliet Koné Aims to Make the New Plan a Lever for a More Ambitious, Harmonious, and Inclusive Development

 Chairing the third session of the Presidential Steering and Monitoring Council of the National Development Plan (PND) 2026–2030 on Tuesday, October 7, 2025, at the Presidential Palace in Abidjan-Plateau, Vice President Tiémoko Meyliet Koné reaffirmed his ambition to make this new Plan a key driver of more ambitious, harmonious, and inclusive development for Côte d’Ivoire.

The meeting brought together the country’s development partners, including the Ambassador of Germany, the Ambassador of the European Union, the UN Resident Coordinator, and the World Bank Operations Director for Côte d’Ivoire, Benin, Guinea, and Togo.

This high-level gathering aimed to review the progress made in preparing the PND 2026–2030, validate its strategic orientations, and gather guidance from the Council before the document’s finalization and submission to the Council of Ministers.

The Vice President urged all stakeholders to demonstrate collective commitment to the shared goal of making this Plan a genuine engine for ambitious, balanced, and solidarity-based growth. The draft PND 2026–2030 document received broad consensus among participants, a result warmly welcomed by Tiémoko Meyliet Koné.

The PND 2026–2030 is structured around six strategic pillars. The first pillar focuses on peace, security, and sustainable stability. The second pillar addresses the modernization of agriculture, land tenure security, increased productivity, and the strengthening of agricultural value chains. The third pillar emphasizes the promotion of private investment, support for national champions, and the formalization of the economy. The fourth pillar is dedicated to human capital development, skills enhancement, and the creation of decent jobs. The fifth pillar focuses on the development of strategic infrastructure and regional economic hubs, ecological transition, climate resilience, and a circular economy. The sixth pillar aims to promote good governance and the modernization of the State.

Despite a challenging global context marked by the lingering effects of COVID-19, the Russia–Ukraine conflict, instability in the Sahel, climate change, trade tensions, and declining multilateralism, Côte d’Ivoire’s economic growth has remained strong and resilient, averaging 6.5 percent between 2021 and 2024. Key economic indicators highlight the country’s steady progress, including GDP growth exceeding 21 percent between 2021 and 2024, a reduction of the budget deficit from 4.9 percent in 2021 to 4 percent of GDP in 2024, moderate debt distress risk, an improvement in tax pressure from 12.6 percent to 13.8 percent, an increase in the investment rate from 21.1 percent to 23.1 percent, and inflation contained from 4.2 percent in 2021 to 3.5 percent in 2024.

These indicators reflect a clear, structured, and ambitious vision for Côte d’Ivoire’s national development in the years ahead. At the conclusion of the meeting, the Vice President instructed the Minister of Economy, Planning, and Development, under the coordination of the Prime Minister, to finalize the PND 2026–2030 draft for its official adoption.
