Ghana: Independent Fiscal Council to Strengthen Fiscal Discipline After IMF Program

The Ghanaian government has announced the creation of an independent fiscal council, aimed at strengthening fiscal discipline and ensuring a “dignified” exit from the International Monetary Fund (IMF) support program.

The council, composed of national experts, will be responsible for evaluating the budget, monitoring public spending, and promoting transparency in the management of state finances. This initiative seeks to institutionalize strict budgetary rules to prevent a return to excessive deficits and debt after the IMF program ends in April 2026.

According to the Ministry of Finance, the council will help maintain the fiscal discipline achieved under the IMF program, while consolidating macroeconomic reforms and the country’s financial credibility. Ghana aims to ensure prudent financial management and long-term economic stability.
