On Friday, October 18, 2024, a significant milestone was achieved in the fight against corruption and the promotion of good governance. At the headquarters of the French Anti-Corruption Agency (AFA) in Paris, Mr. Zoro Bi Ballo Épiphane, President of the High Authority for Good Governance (HABG), signed a Memorandum of Understanding (MoU) with the AFA. This agreement formalizes a partnership aimed at strengthening the efforts of both institutions in the fight against corruption, a crucial issue for both Côte d'Ivoire and France.
During the signing ceremony, Mr. Zoro Bi Ballo highlighted the importance of this partnership in implementing the National Anti-Corruption Strategy adopted by Côte d'Ivoire in June 2024. This national strategy reflects a commitment to transforming the Ivorian institutional landscape by promoting integrity and fostering an environment conducive to foreign investment.
A Partnership for More Transparent and Effective Institutions
This memorandum paves the way for exchanging best practices and enhancing compliance mechanisms across various sectors. In public and private enterprises, local government bodies, and the central administration, this partnership aims to make Ivorian institutions more efficient and attractive to international investors. The collaboration with AFA will also help strengthen compliance capacities to better prevent corruption risks.

The Director of the AFA, Isabelle Jéguzo, expressed her enthusiasm for this partnership. She emphasized the importance of strengthened cooperation between France and Côte d'Ivoire in protecting integrity across public and private sectors. Ms. Jéguzo highlighted the commitment of both authorities to unite their efforts in the fight against corruption, demonstrating a shared resolve to reinforce integrity mechanisms.
The presence of the Ivorian Ambassador to France, Mr. Bandama Maurice, at the signing of this strategic partnership underscored the diplomatic and symbolic significance of this initiative. This agreement represents a critical step in strengthening both countries' capacities to effectively combat breaches of integrity and establish standards that will benefit their respective economies.
