Voluntary Migration: Côte d'Ivoire Refines Its National Reintegration Strategy

One of the most significant workshops on Côte d'Ivoire's National Strategy for Voluntary Return and Reintegration of Migrants was held in Grand-Bassam from May 21 to 23, 2025. The event was organized by the General Directorate for Ivorians Abroad (DGIE) in collaboration with the International Organization for Migration (IOM), and brought together around fifty key stakeholders actively involved in the reintegration process.

The main objective of the workshop is to develop a coherent, long-term, and inclusive strategy that responds to the needs of returning migrants. This includes ensuring adequate infrastructure, humanitarian aid, and psychosocial support to help them reintegrate effectively after often traumatic migration experiences.

Dr. Gaoussou Karamoko, Director General of the DGIE, highlighted several key issues during his opening remarks. He emphasized that “the reintegration of migrants is a reality that connects Côte d'Ivoire to Europe. It is a global issue, and migrants are a living bridge between the two regions.” He further stated, “Now it is up to Côte d'Ivoire to fully complete this reintegration process.”

The European Union, through its partnership with the IOM, plays a strategic role in this effort. Its representative, Anne-Catherine Claude, attended the workshop and shared encouraging news:

“The MPRR project is currently being reviewed to add additional financial resources, which are currently lacking.”

David Preux, Chief of Mission of the IOM in Côte d'Ivoire, stressed the need for a coordinated approach through a national consultation framework. Such an initiative would help structure and strengthen support systems for returning migrants by fostering collaboration among stakeholders.

Through this evolving strategy, the Ivorian government aims to better support its returning citizens and provide them with a sustainable social and economic foundation. The ultimate goal is to turn reintegration into a true driver of national development by leveraging the skills and experiences of Ivorians who have lived abroad.
