Ghana and Panama launch bilateral political consultations with new cooperation deal

Ghana and Panama have agreed to establish a formal framework for bilateral political consultations, opening a new channel for cooperation in maritime affairs, cocoa production, trade and the extractive sector.

The agreement was formalized through a Memorandum of Understanding signed on Sept. 20, 2026, in New York on the sidelines of the 81st session of the United Nations General Assembly.

Ghana’s Foreign Affairs Minister Samuel Okudzeto Ablakwa signed the MoU with his Panamanian counterpart, Javier Eduardo Martínez-Acha Vásquez. According to Ghana’s Foreign Affairs Ministry, the agreement is intended to deepen and structure relations between the two countries.

The framework covers several areas of potential cooperation. They include maritime affairs, an area of particular relevance to Panama because of its strategic position in global shipping, as well as cocoa production, where Ghana has significant expertise.

The two countries also plan to strengthen trade relations and explore mutual technical assistance in the extractive sector, creating a framework for the exchange of technical knowledge and experience.

The agreement comes as Ghana continues to use the UN General Assembly as a platform for strengthening bilateral relationships and exploring new economic and technical partnerships.

For Panama, closer engagement with Ghana provides an opportunity to expand relations with a major West African economy. For Ghana, the framework creates a channel for greater engagement with a country that occupies a strategic position in international maritime and logistics networks.

The MoU does not itself constitute a specific trade agreement. Rather, it establishes a structured mechanism for political consultations and identifies sectors in which the two countries can develop further cooperation.

The signing took place as diplomats from around the world gathered in New York for the 81st UN General Assembly, where countries are holding discussions on international cooperation and a range of global economic and security issues.

The new consultation framework is therefore expected to provide Ghana and Panama with a regular diplomatic channel through which they can identify areas of common interest and develop future cooperation.
