working visit of the chief of staff – chief of the armed forces of côte d’ivoire to the united states: strengthening a strategic partnership

A high-level delegation from the Armed Forces of Côte d’Ivoire (FACI), led by Army General Lassina DOUMBIA, Chief of Staff of the Armed Forces, conducted a working visit to the United States from February 21 to 27, 2026. This mission was part of efforts to strengthen military cooperation between the two countries, based on a strategic partnership that continues to evolve.

During the visit, several bilateral meetings allowed for in-depth exchanges on key themes such as the professionalization of the forces, the development of intelligence and surveillance capabilities, the enhancement of logistical and technical resources, cyber defense, and the fight against disinformation. These areas reflect a shared commitment to adapting defense tools to contemporary security challenges.

On this occasion, the Chief of Staff of the Armed Forces of Côte d’Ivoire was received at the Pentagon by General Christopher MAHOMEY, Vice Chairman of the Joint Chiefs of Staff of the U.S. Armed Forces, as well as Generals CARDEN and PIPPY of the National Guard, and the Representative of the U.S. Secretary of Defense. These meetings enabled both sides to review the progress of cooperation between the two militaries and to agree on upcoming objectives.

U.S. authorities also welcomed the progress made in the process leading to the signing of the partnership agreement between the FACI and the Pennsylvania State National Guard.

In the same spirit, on February 24, 2026, the Armed Forces of Côte d’Ivoire and George Mason University (Washington) signed a memorandum of understanding, opening new prospects for the training and skill development of Ivorian personnel at the prestigious university, particularly in addressing non-kinetic and unconventional threats.

Through this visit, the FACI reaffirmed their ongoing commitment to strengthening professionalism through ambitious multilateral military cooperation and engagement with civilian and academic institutions, particularly to develop capabilities in the digital domain.
