An Africa-Europe Economic Forum, held alongside the 3rd Festival of Languages and Cultures, took place from October 9 to 11, 2025, in Orléans, France. Far more than a simple act of “eco-diplomacy,” the Orléans Forum has established itself as a key platform highlighting one of the most strategic levers for a renewed partnership between the two continents — the power of the diaspora.
Under the theme “The Momentum of the Diaspora at the Heart of Europe,” the event aimed to strengthen economic cooperation between Africa and Europe by harnessing the potential of their diasporas. It underscored the belief that the future of both continents will be built through human connections and social synergy.
Among the notable attendees were Florent Montillot, First Deputy Mayor of Orléans; Anne-Frédéric Amoa, President of the Organizing Committee; Stéphanie Rist, Member of Parliament for Orléans; Pascal Tebibel, Vice President of the Orléans Metropolis in charge of international relations; Denis Charles Kouassi, Director General of Côte d’Ivoire’s National Social Security Fund (CNPS); and François Ettien N’Dah, Director of L’Harmattan Côte d’Ivoire.
Delivering the keynote address, Denis Charles Kouassi emphasized the need for African leadership rooted in innovation and sustainable governance.
“The world is changing, and relationships evolve with shifting interests. Africa must move beyond traditional frameworks and make its partnerships with France and Europe more dynamic and adaptable,” he stated.
Addressing the theme of diaspora investment, Mr. Kouassi welcomed the growing willingness of Africans abroad to contribute to the continent’s development — while urging them to do so strategically.
“It’s not just about investing; it’s about knowing how, where, and with whom to invest,” he cautioned, emphasizing that diaspora initiatives should create positive impacts both in host and home countries.
He added:
“Africa is a land of endless possibilities — a space for innovation, reinvention, and creativity. But these opportunities must be pursued with environmental and social responsibility.”
For Anne-Frédéric Amoa, the African diaspora — once seen merely as a cultural bridge — has become a driving force of economic and cultural development, helping to redefine Africa-Europe relations on more balanced and mutually beneficial terms. She extended gratitude to the many participants and dignitaries who contributed to the success of this inaugural Africa-Europe Economic Forum in Orléans.
The event featured four key panels focused on: SME financing, Digital transformation, Energy transition and inclusive entrepreneurship, The diaspora as a bridge between culture and economy
Two highlights of the forum included a roundtable on “Investing in Africa: Opportunities and Realities”, and a session on “African Diaspora Talents and Women’s Leadership.” The forum concluded with the “Builder of People” Award Ceremony, celebrating several African entrepreneurs for their innovative contributions to development.
