Côte d’Ivoire and Ghana Hold Ministerial Meetings on 330 kV Power Interconnection Project

On Friday, June 27, 2025, the first ministerial meeting between Côte d’Ivoire and Ghana on the 330 kV power interconnection reinforcement project was held in Accra, Ghana. This strategic initiative is part of the ECOWAS Master Plan for the Development of Regional Power Generation and Transmission Infrastructure for the period 2019–2033.

The Ivorian delegation was led by Mr. Jean-Baptiste AKA K. KADJO, Chief of Staff at the Ministry of Mines, Petroleum, and Energy, representing Minister Mamadou Sangafowa-Coulibaly. He was accompanied by the Directors General of Energy, Côte d’Ivoire Énergie, and other senior officials.

The ministerial meeting followed two days of preparatory technical sessions, held on June 25 and 26. These sessions brought together experts from the energy ministries and utility companies of both countries, the WAPP (West African Power Pool) Secretariat, consulting firm Studio Pietrangeli, and a representative from the World Bank.

About the Project

The project involves the construction of a double-circuit 330 kV transmission line stretching 243 kilometers, linking the existing substation in Bingerville, Côte d’Ivoire (which will be expanded), to the new Dunkwa II substation in Ghana (to be built).

Total Investment: $173.7 million USD

o   Côte d’Ivoire: $83.2 million USD (~122 km of line)

o   Ghana: $90.5 million USD

The aim of the project is to strengthen regional energy integration, improve power supply reliability, and support economic development through a more resilient and interconnected electricity grid across West Africa.

Financing Secured

For Côte d’Ivoire, financing has already been secured through a loan agreement with the World Bank, which was ratified by the Council of Ministers on June 4, 2025, and has officially come into effect.
