Côte d’Ivoire and Islamic Development Bank Launch $2.7 Billion Partnership Strategy for 2025–2029
Côte d’Ivoire and the Islamic Development Bank (IsDB) have officially launched a new Country Partnership Strategy for the 2025–2029 period, backed by a total envelope of $2.7 billion, including $1.5 billion in direct financing from the development institution.
The announcement was made in Abidjan during a high-level ceremony chaired by the Minister of Planning and Development, Dr. Souleymane Diarrassouba, marking a new phase of cooperation between Côte d’Ivoire and the Saudi-based multilateral lender.
The strategy aims to align future investments with Côte d’Ivoire’s national development priorities under the 2026–2030 National Development Plan, which is estimated at 114,832.5 billion CFA francs.
Officials said the new partnership framework will focus on strengthening infrastructure, improving human capital, and supporting economic transformation, while reinforcing the country’s position as one of the Islamic Development Bank’s largest portfolios in sub-Saharan Africa.
Côte d’Ivoire currently represents the Bank’s leading portfolio in the region, with a cumulative $3.9 billion in approvals across 77 projects and operations, reflecting strong investor confidence in the country’s macroeconomic trajectory.
During the launch, IsDB representatives outlined key areas of intervention for the new cycle of cooperation, emphasizing alignment with national priorities and performance-based project implementation.
A dedicated monitoring unit will also be created within the Ministry of Planning and Development to oversee projects financed by the Islamic Development Bank, with the aim of improving execution efficiency and ensuring tangible results for citizens.
Authorities said the initiative is intended to strengthen accountability and ensure that financial commitments are effectively translated into development outcomes.
The Minister also invited the Islamic Development Bank and other partners to participate in Côte d’Ivoire’s upcoming Consultative Group meeting scheduled for July 8–9, 2026, in Abidjan, which aims to mobilize 11,138.2 billion CFA francs for the financing of the 2026–2030 development plan.
