Since the launch of the first projects in 2013, the Debt Relief and Development Contract (C2D) has enabled the completion of numerous modern works and infrastructures across almost all sectors. These achievements required the signing of 45 allocation agreements: 14 for the 1st C2D, 15 for the 2nd C2D, and 16 for the 3rd C2D, for a total amount of 1,741.7 billion CFA francs, stated government spokesperson Amadou Coulibaly.
This was announced during his report at the Council of Ministers meeting held on Wednesday, May 21, 2025, at the Presidential Palace in Abidjan-Plateau.
“Following the general review meetings held from April 7 to 11, 2025, both the French and Ivorian parties unanimously praised the level of execution of field operations and the results achieved after twelve years of C2D project implementation. As of March 31, 2025, cumulative disbursements amounted to 1,506.4 billion CFA francs, representing 91% of the repayments made, corresponding to 1,654.2 billion CFA francs,” Amadou Coulibaly welcomed.
He highlighted that nearly all projects from the 1st and 2nd C2D are scheduled to be completed by the end of 2025.
“Moreover, significant works will be inaugurated, including the Vocational High School for Agricultural Trades in Botro, the General Hospitals of Duékoué, Guiglo, and Soubré, the INFAS in Aboisso, and the Court of Appeal in Daloa,” announced the government spokesperson, who is also the Minister of Communication.
Regarding the 3rd C2D, amounting to 751 billion CFA francs, Amadou Coulibaly said that 16 projects have already been subject to signed agreements, for 587.1 billion CFA francs: “The last six allocation agreements of the 3rd C2D, amounting to 163.7 billion CFA francs, will be signed before December 31, 2025. They will notably concern the Support Project for Decentralization and Strengthening of Primary Health Centers, the Support Project for the Development of Education in Science, Technology, Research and Innovation, and the Support Project for Agricultural Production and Food Security in the region and peri-urban areas.”
