One Billion Euros to Support the 2026–2030 National Development Plan: Côte d’Ivoire and Team Europe Establish a New Partnership Framework

On Monday, March 30, 2026, in Abidjan, Côte d’Ivoire and Team Europe announced the preparation of a €1 billion investment program, equivalent to approximately CFA 656 billion, to support the implementation of the 2026–2030 National Development Plan (PND).

The announcement was made by Souleymane Diarrassouba, Minister of Planning and Development, and Myriam Ferran, Deputy Director-General for International Partnerships at the European Commission, during a ceremony attended by the Minister of Culture and Francophonie, a representative of the European Investment Bank, ambassadors of the European Union and its member states in Côte d’Ivoire, as well as representatives of the Ivorian government and the private sector.

This program reflects alignment between the European Union’s Global Gateway strategy and the priorities set by the Ivorian government to accelerate economic transformation. It aims to establish a coordinated framework of intervention across four key sectors: energy, transport, vocational training, and agricultural value chains, where a portfolio of projects is currently being finalized.

In the energy sector, investments will focus on renewable energy, strengthening electricity transmission networks, and improving energy efficiency to promote low-carbon development. In transport, the focus will be on urban mobility in Abidjan and regional corridors such as Abidjan–Ouagadougou and Abidjan–Lagos, which are strategic for West African economic integration.

Regarding training, emphasis will be placed on youth employment and aligning skills with labor market needs. In agricultural value chains, funding will aim to enhance the competitiveness of key Ivorian sectors by improving producers’ incomes and the quality of export products.

According to Minister Diarrassouba, through the Global Gateway strategy, the European Union and its member states seek to build partnerships based on sustainable investments, stronger value chains, and deeper economic integration. He noted that this approach aligns with the objectives of the 2026–2030 PND, which prioritizes structural economic transformation, infrastructure development, and the attractiveness of private investment.

He also emphasized Côte d’Ivoire’s ambition to position itself as a leading partner in Africa for this new model of cooperation, focused on mutual interests and aimed at inclusive, sustainable, and resilient growth, in line with the vision of President Alassane Ouattara.

This announcement highlights the confidence that leading international institutions place in Côte d’Ivoire’s investment framework and the relevance of its development model.
