Abidjan, May 10, 2025 – Françoise Remarck, Minister of Culture and Francophonie, and Dauo Matsushima, Deputy Director General of the Planning Division of the Min-On Concert Association—one of Japan’s largest organizations promoting cultural exchanges worldwide—signed a Memorandum of Understanding on Friday, May 9, 2025, in Abidjan-Plateau, regarding an upcoming cultural tour scheduled for 2026.

“This Memorandum of Understanding will strengthen the ties between our two countries through exchanges involving students from the National Higher Institute of Arts and Cultural Action (INSAAC), the National Center for Arts and Culture (CNAC), and a major show in 2026 where Japanese troupes are expected to perform at the Palais de la Culture in Treichville,” explained Minister Françoise Remarck.

She recalled meeting the Min-On Association during her trip to Japan from March 22 to 27, 2025, at the invitation of Her Imperial Highness Princess Takamado:
“We discussed the possibility of deepening the bonds between our two countries. We also mentioned signing an agreement that would foster highly productive exchanges aligned with the vision of the President of the Republic regarding youth training, education, cooperation, and cultural diplomacy. I am delighted that barely a month later, the Association has turned this intention into reality.”

According to her, this partnership demonstrates both the cross-cutting nature of her ministry and “the ability, thanks to the leadership of President Alassane Ouattara, to attract and strengthen the ties between Japan and Côte d’Ivoire, particularly for the benefit of our youth.”

Dauo Matsushima thanked the Minister for the opportunity to visit Côte d’Ivoire, stating:
“It is truly important to sign this Memorandum of Understanding to promote and strengthen cultural exchanges between Côte d’Ivoire and Japan, as well as education and peace.”

The Ambassador of Japan to Côte d’Ivoire, Gomakubo Junji, was also present at the signing ceremony.

Founded in 1963, Min-On is a historic player in cultural diplomacy, promoting international cultural exchange through music and the arts.
