Strengthening Governance in Côte d'Ivoire: The President of HABG on an Immersion Mission in France

Zoro Bi Ballo Épiphane, the President of the High Authority for Good Governance (HABG) of Côte d'Ivoire, is leading an Ivorian delegation on a study mission to France from October 13 to 19, 2024. This strategic mission is part of Côte d'Ivoire's ongoing efforts to enhance transparency and combat corruption, with support from the Open Government Partnership (PAGOF2).

During the mission, the HABG delegation will meet with French institutions specializing in governance, such as the High Authority for Transparency in Public Life (HATVP) and the French Anti-Corruption Agency (AFA). The objective is to draw inspiration from the French model of managing asset declarations, a key element in ensuring transparency in the handling of public officials' assets. Additionally, discussions will pave the way for strengthened cooperation between the HABG and its French counterparts, potentially culminating in the signing of a memorandum of understanding to formalize this collaboration.

Since the launch of its asset declaration initiative in 2015, Côte d'Ivoire has achieved a declaration rate of approximately 84%. However, challenges remain, including the precise identification of those required to declare assets and the modernization of information collection and management systems. Through this immersion, the HABG aims to adopt dematerialization technologies, such as France's ADEL platform, to improve the efficiency of its processes and facilitate data management.
